I guess one could read that as:
"Only transparency OF THE LAW ENFORCEMENT and other government/corporate
 entities and actors can ensure that normal people have some control over them
 and can protect themselves from possible abuses of power."

Surely nobody would use the word "transparency" to a private person, right?
