I highly doubt Google is filtering stuff out for the NSA.

The simpler explanation is that Google Alerts is 100%
broken<http://www.forbes.com/sites/kashmirhill/2013/07/30/google-alerts-are-broken/>
because
it makes Google no money and doesn't do much for their core business
interests. For my own alerts, it's been sending me results from 2007, 2009,
2010, 2011, 2012 in random order, over and over, repeating results, for
many moons now. I've switched to using
Talkwalker<http://www.talkwalker.com/alerts/>instead.
