I just heard from the editor, Fran Grimes, of
   the Bell Systems Technical Journal today.  She
   writes: "We will post Shannon's "Communications
   Theory of Secrecy Systems." It should be up
   sometime next week.
   Right now the only version of this paper on the
   web that I know of is in a horrible
   image format.
