           QUESTION ONE: Is it true the State government left the union on
   1-01-1873 by organizing under Codes never enacted on the record
   according to law?



           QUESTION TWO: Is it true that the seat of government for the
   present State of California is the District of Columbia (3 USC §21, 1,
   2, & 9)?
