   as Rwanda, Uganda, the Republic of Congo, Algeria, Colombia, Syria,
   Turkey, Taiwan, Kuwait and Saudi Arabia. Many of the recipients of
   South African arms are authoritarian and undemocratic regimes;
   countries with poor human rights records; or countries experiencing
   various forms of intra and inter-state conflict, including regional
   arms races."
