Unemployment is distributed in several areas in the United States
(Maryland, Pennsylvania, Washington state that I know of) in the form of
pre-paid debit cards (through Mastercard).  There aren't many reasons that
other sources of payment might follow that path.

Don't expect them to be so easy to get hold of and use for much longer.
They're already considered unusual and worthy of further scrutiny:
