it says:
 
"You can tag anyone in a photo, regardless of whether they have a
Facebook profile."
 
In the Glastonbury terms they require you to agree that:
 
"you will not attempt to tag people who are not your Facebook friends".
 
One feels like one could tag anyone, though perhaps they enforce facebook
membership.
