AFAIK, citizens are still free to arrest anyone they see comitting a crime, however dangerous to one's health :)

It might be much more effective for some terminally ill 'demonstartors' to use some sort of difficult to detect explosives that they could detonate if an attempt were made to arrest them for asserting their right to free speeech.
