ID card scheme £2,500 fine threat

So in Blunkett's vision of the UK future, only the rich will be able to
be terrorists and paedophiles? Maybe they'll be softer on the poor who 
want to avoid the Great Database, some kind of NIT - "Non-Identity Tax" 
- perhaps.
