Excuse me? When did the Marines and the NSA become Law Enforcement Agencies?

This at least I can buy into. By definition, a cell which is properly run
should be immune from the prying eyes of law enforcement. That why the
structure was developed. Nevertheless, it stands as a failure for our
counterintel folks, since it is, by definition, their job to find ways into
these cells.
