It seems highly likely that there will be an effort to stop net
anonymity, which will basicly means KYC for ISPs.

You won't be able to travel anonymously, pay anonymously, or
communicate anonymously.  Not that there's any reason to believe that
these restrictions would have hindered the terrorists in any way.
