Note that a known issue with BioChem WOMD attacks is sympathetic
incidents -- people who report for observation, with or without
symptoms, who aren't themselves directly effected.  One NPR interview
gave this as being eightfold the actual number of directly effected
victims.  This has substantial implications for preparedness and medical
response requirements.
