HILLSBORO -- On Dec. 11, 1998, Washington County sheriff's deputies 
arrested Kevin Schuh on a probation violation. The man they were looking 
for was Kevin Dean Schuch. The man they arrested was Kevin Lee Schuh. Even 
though the man
in custody showed identification indicating he had a different name, 
address, birth date, Social Security number, driver's license, weight, 
height and hair color from the wanted man, he was booked into jail. Eight 
months later, the county paid for the mistake: Kevin Lee Schuh and his 
attorney got a check for $1,773. Schuh's case is not unique.
