I think I'd have called that *BAD* citizenship, actually.
If it turns out they are wilfully concealing evidence of
crimes, don't they wind up charged as accessories?

It couldn't hurt to ask. In fact, you might get lucky and
run into some legislation that requires them to do so if
directly asked.
