If you operate a bulletin board or a chat server, you are required to ask 
if those signing on are under age.  If they admit to being under age, you 
are required to make them prove their identities and prove parental consent.

I presume the next step will be to proclaim that usenet, IRC, etc are 
"loopholes", then that adult access is a loophole.  (Make them prove that 
they are not a child.
