dry Texcoco lake bed about 18 miles east of Mexico City. Here it envisioned 
spending $2.3 billion for a state-of-the-art, six-runway airport that would 
be Mexico's shiny new face to the world for the 21st century. It was to 
replace the choked-up, jury-rigged airfield that has served the capital 
since the dawn of the 20th.
