not address in detail the Administration's policy on encryption.

An analyst said he expects the vendors "to get pretty inventive"
in circumventing rules, such as by reregistering their
headquarters in Bermuda if the regulations are perceived as
unworkable.

Dan Farmer, citing his just-completed study, says up to two-thirds
of certain Web sites, including reputable institutions like banks
and the media, are vulnerable to hacker attacks.
"ITAA Airs Concerns on Encryption Regs"
ITAA asked President Clinton to intervene to modify the draft
regulations before they go into effect in any form.
