If sociobabble (as opposed to manager babble) can do, try with the Dada 
Engine shown at 
 http://www.cs.monash.edu.au/cgi-bin/postmodern
and replace the PRNG with cyphertext. The kleptocrats will probably 
invite the sender to hold a seminar :-)
