Where'd pgptools go?

OOPS -- I must have prematurely deleted something.  I still have it on
the Colorado Catacombs BBS (303-938-9654), and I'll put it back up
on csn.org within a day or so.  I thought I merged the new with the old
to create the latest .zip file....
