[cddlm] deployment API test plan

Hello all,

This is the draft of the test plan for deployment. One area that crops 
up is 'how to test that deployments work'; I think we need to design a 
few test components that should be implemented on all systems that want 
to support our communal test suite; ones that will have consistent 
behaviour across platforms/implementations and be used to test 
behaviour. For example we could have a failure component that could be 
configured to fail on initialisation, or on liveness, perhaps dependent 
on the value of some boolean attribute. We can then test configurations 
that trigger failures, conditional failures, failures on liveness 
checks, etc. The other useful one is something that can assert that two 
values are equal; then we can deploy configurations with various 
assertions in there, such as early and late binding paths. Only if 
resolution works according to the specifications will the assertion 
tests pass, so only then will deployment succeed.
