[cddlm] FYI: globus -> Apache?

Little proposal from the Globus team to be assimilated under the apache 
brand, perhaps under the governance of the WS banner (i.e. reporting to me)

Although I (and ed) have worries about the code quality of the GT 
toolkits, having it there would actually make it easier to get CDDLM 
support in, because I could put it in there myself.
