Exactly, and that's why the charter is still focusing on infrastructure and
giving VM examples. In any case the baseline requirements will become clear
as we analyse what's out there today - we should end up with something like
the intersection of all of the existing APIs which will be tighter and
cleaner than all of them (but still functional).
