[Capi-bof] Cloud Standards Roadmap

That is an interesting idea.  However in the words of the Specials, it
comes across as "Much too much, much too young".  Orchestration will
be predicated on well formed APIs for resources that are *to be
orchestrated*.  So let's deal with the latter first.
