Use case template

MM has been working on a Use Case template based on the OGSA template.
This was discussed on the telcon and revisions suggested.

[MM] Send out revised Use Case template and ask for contributions

Mailing list has been set up, still waiting on GridForge project to be
finalised.

- don't clash with BES, Naming, EMS, OGSA-D, DAIS, DFDL, Data Transport,
InfoD
- try not to clash with with ARCH sessions, GFS
