[AuthZ] Closing the Group

Dear Working Group,

I'd like to second Markus' sentiments and congratulate you all on
accomplishing your charter and finishing your work. Well done !
Already we're seeing other groups reference your work and it should
provide a useful foundation to build upon.

You may see some signs of the formal completion of the WG as changes
on GridForge.  The Working Group gridforge project links will be moved
to the "Completed Groups" section and (eventually) shutting down the
mailing list. The mailing list archives and content will continue to
be preserved for archival purposes and available via GridForge the
current state won't be lost.
