Two related comments -
Perhaps a method is needed to get event history since a specified time 
period along with a history data method to get information such as when 
the last change event occurred along with a counter perhaps. This 
information could then be used to simply get those which have changed.

Also, if ACS were to specify that the contents be on a file system then 
it could be replicated using something like GridFTP (tree FTP):

Do we know anyone who works at NEC?

I think IBM also has a tree replication solution using GridFTP.
