[acs-bof] Revised charter draft. ACS-WG

Folks,

Attached is the revised charter draft to be submitted to the area
directors after being reviewed here. A lot of improvements and
clarification are there as well as newly inviting Mr. Thomas Studwell
from IBM as a co-chair. Please take a look at it and give us your
idea about it. I'm expecting this to be the final review of this
draft.
