I'm not sure why you're saying this, but wondering if you might be referring to the danger of developing a culture of robocops? I'd guess the opposing view would be that that is clearly already developing, as soon as armed robots trickle out of the military, and the faster we have actual grassroots robots to shift the balance of power, the less of a totalitarian technocracy we become. Kind of thinking the comparison leaves out possible behaviors of criminal enterprises.
