I think so. Because it can use UDP through the VPN tunnel, there's virtually no break-up. Latency is high (1-2 seconds) but that's just a fact of using Tor. Voice quality is better than typical cellphone. Mumble was expressly designed for high-latency connections, so it has good interactive tools for optimizing voice quality.

What are the other options?

I've heard good things about Jabber. However, all SIP apps depend on third party servers.
