Those were misinformed individuals who didn't have access to good arpanet tools. People who don't want to get caught should be using tor, tails, signal and other products funded by the pentagon to the tune of...almost a hundred million dollars now? anyway tor especially protects people from traffic analysis and it uses military grade cryptography too.
