Beyond the conspiratorial, perhaps the cookie contains the switch for the NSFW function account owners use when their tweets are... ... nsfw? RR
How is it faster to send a cookie with every request? ;) Perhaps it's just "personalize" ergo Twitter earns more ergo everything gets better. Perhaps don't look into copywriter ramblings.
