They're obviously running 3/4/5G and or WiFi from orbit. Just like all the major spyveillance agencies do. The "Subect: " line is to be used for describing the content of the message body.
This sounds lots of fun to engineer, but if real is certainly not a normal unclassified technology as far as my outdated brain is familiar with. It seems a little rude to not share a research paper or patent or something. The casual implication is simply that normal cell communications can be received from outer space, which yes means that anybody with a satellite can track anybody on earth below them.

Pretty much just a cellphone tower with a phased array antenna, I think. Nothing too absurd or new. There are only 6 of them up as yet, so coverage is minimal - they need 30,000 for global coverage. https://www.datacenterdynamics.com/en/news/spacex-launches-satellites-for-di... shows the antenna. My intuition is there would be some powerful denoising software making the signal exist at all up there. websearching, 'altitude of starlink satellites' -> maybe 340 miles 'radius of a cell tower' -> maybe 25 miles 1/R^2 = 185 times weaker a signal so maybe 185 times as much metal in the antennas, or 185 times as smart algorithms, dunno WOW TALKING ABOUT REAL THINGS !
