In the US, at this time, Anyone can buy a throwaway and use any alias they'd like to register the service. Just use the usual security online when registering it and it's pretty anonymous... except ofc, your location and your voiceprint (albeit cheap cellies have the shittiest audio. Dunno whether the feds can get a usable voiceprint).
