Under martial law crime consists of not killing when the situation calls for it. Or not slowly crushing a mans testicles. A man named Zenaan perhaps.  Zenaan Harkness could be with ISIS for all we know. I'm sure  Eddie Gallagher could sort this out...given martial law, that is.
