The FISA Court (Foreign Intelligence Surveillance Court) censured administration officials saying the failure to disclose the extent of the violations earlier amounted to an “institutional lack of candor” and that the improper searches constituted a “very serious Fourth Amendment issue.”The 4th Amendment says the following: “no Warrants shall be issued but upon probable cause supported by Oath or affirmation and particularly describing the place to be searched and the person or things to be seized.”So, what exactly is at issue here? Use of NSA generated data without a FISA warrant under the guise of National Security purposes, poses a serious threat.
