computers are not moral agents. On the other hand, the owners of the computers, aka govcorp are obviously hostile to freedom and if they get 'quantum computers' they will break virtually all public key systems in use including of course all the stuff they archived.
The pessimist will assume all hope is lost and the optimist will look forward to the quantum blockchain.
