Subject line says it all. Assume the adversary does not have such hots for me that he is going to tap phonelines and all that, just going to call up the registry and suchlike.

Any email provider via some anon tool like VPN Tor Wifi Phone etc. Pay for any needed bits with cash, coin, or use free ones and donate. Same for getting domain names if that's what you mean by "registry". That's the generic version, lots of caveats and enhancements may apply.
