One problem with this is that after these shutdowns end, Congress (almost?) always passes a bill to pay all the Federal workers the salaries that they would have earned (but did not earn!) during that shutdown. This means that they are essentially being given an unscheduled but paid vacation. Ever wonder why they don't complain a lot? Jim Bell
I think they have to make up the hours, unless it was someone that didn't actually get a vacation... Certain emergency staff, military, etc. Maybe that's just contract workers though - actual federal employees could be just as you say.
