It's that "epowerment of ordinary folks" which is the moral foundation to facilitate their private comms, private and anon travel etc. Privacy for privacies sake is abstract, whereas an individual exercising his right to privacy is an act by an elector. Systems which provide for the possibility of holding those we elect to account should be in play, as well as systems which provide for holding to account those who act in corrupt ways within our political systems, be it voting or any other individual or collective act. So yes, how do we protect and facilitate individual rights, but also yes, how do we hold to account those who corrupt "our political institutions", that is our group constructs (shared common delusions) of aggregated or delegated power.
