so like in organized crime slavery trafficking thing there are behaviors that protect 'civilians' from harm but also empower the organized crime slavery trafficking thing like the enforced silence thing so you can tell a bunch of people something to stimulate action around it. this action could be violent or harmful. but the people doing it are very indoctrinated or terrified or both. so they do it anyway. then their people clean it up or cover it over. but it makes a mark, at the expense of everybody. and it's honest.
