This seems rare... as in many democracies and other forms, the judge is appointed at leisure of executive, paid through executive tax enforcement, etc. Some have legislative oversight. Yet where is a design where the people (criminal / rights courts), or at least the parties to most cases heard (civil courts), are the majority executive actors / payers, and not just some fabled ultimate backstop?
