web cesspool servers send data in big chunks/high speed bursts, which is not compatible with constant rate links.
They are, your ISP rate or physical link speed already serves as max rate, or go test set a lower rate in your packet filter, things work fine, just slower. https://www.freebsd.org/cgi/man.cgi?query=dummynet People obviously can't shove a 320kbps audio file over 256kbps link and expect to hear it in lossless realtime 1x speed direct off the wire, have to save it first.
