IE they have a service ADSO for the captain career course if they go / some other military education. He could drop a REFRAD/UQR if he currently doesn't have an ADSO, not a retirement packet. Retirement packets are only for 20 years. At least in the Army, you can submit at minimum 6 months in advance for a REFRAD/UQR. 10 year agreements are normally flight or specialized. Most ROTC is 4 years, WP 5 years, and OCS 3 years in the Army. Chances are as a major he's completed all this initial obligation and might have an ADSO for his fellowship of a couple years.
