meanwhile i've never used a shock collar, but devices are made of effectors or actuators (i dunno the right term), power supplies, control and communication peripherals (i dunno the right term either), and microcontrollers.
with a shock collar there's going to be some kind of power accumulation and delivery mechanism associated with the points of shocking--
now if you are a victim of electroshock control, as many people are sadly despite this being mostly only talked about in professional circles where they try to provide recovery from it, it is much more reasonable to imagine electroshocking anybody you freaking want to
because you need to be allowed to understand your experience and it is very hard to do so.
when somebody controls somebody else with an electroshock device, likely they are _not_ losing their mind to the same degree, _nor_ able to read the mind of the victim. they are instead inducing helpless states
there are actually people who do this consensually although it's edgy-scary
