It had already internally collapsed which is why the fuel storage tank IN the building (because the construction was cheapskate like the towers and the builders didn't want to pay for the permits necessary for an outdoor tank) fell through a number of floors and burned the fucking thing out. Until the roof... The thing that keeps torsional forces from affecting the frame of the building, fell in. That, combined with the internal structural damage and the undermining off it's substructure, was the end.

That whole area of downtown Manhattan had to have a few taller buildings torn down because of the undermining of the building substructures. The East side of the tip of Manhattan at the time was mostly low-slung buildings with not so much to damage.
