The USA FBI directed the dispersal of a fake encrypted chat app that fed data to law enforcement agencies in a wide variety of countries across the globe.

A web search for "ANOM", the fake chat app company, gives hits for both ios and android, but with different capitalisation.

The news implies that the possibly widespread device compromise in the USA that I've personally experienced demonstration of, and seems to me associated with the misbehavior of isps and/or corporate servers, is not something that most national law enforcement workers have access to, or they wouldn't have needed the fake app.
