The former Senator who now holding the gavel may hold no immunity in the BIA jurisdiction.
With no immunity to speak of, it could be interpreted as a tampering and intimidation campaign sponsored by the Senate's gavel.
The 1855 Army invasion of Idaho's Nez Perce Indian Reservation, with exileing of Chief Joseph further exasterbates the gavel's predicament in standing defamation claims.
This is very serious if the gavel has no active BIA immunity during active crimes. While DOD vote tie breaking that has financed further defamation by the gavel.
