Perhaps Tsarnaev is officially being charged by Massachusetts too, and thus (for now, at least) is in Massachusetts custody.Jim Bell (been there, done that)

I am told--maybe incorrectly--that alleged Boston Bomber (but see
WhoWhatWhy's reporting) Dzhokhar Tsarnaev should be in the Federal
Prison inmate locator, but isn't. So maybe the people behind the locator
are sometimes deceptive.
