Of course it does. 'Hacking' here means taking advantage of some 'bug' you are responsible for. It turns out then that the definitions of 'bug' 'backdoor' 'hacking' and 'working for the government' get nicely blurred. Awfully convenient for the likes of apple and the likes of you. 'plausible deniability' and all that shit.
