Mining of altcoins that do not have their own blockchain can be implemented in several ways. You can do a sharding, something like a lightning network. But it all depends on what the production of altcoins and their cost will be built on.
How does this differ from in-chain tokens like erc-20? https://ethereum.org/en/developers/docs/standards/tokens/erc-20/ ERC-20 tokens are pretty popular and have a big exchange economy already.
